Special Report: Westchester-Playa ED1 Construction as of May 21, 2026

(Posted 2026-06-17) Given the larger community conversation about ED1 buildings slated for Westchester-Playa, we wanted to provide a status report on construction progress on buildings approved by Planning. At this time, the only ED1 projects financed and underway are four projects in the Reading & Ramsgate neighborhood.

A 2026-06-14 BizNow article reports that Planning-approved ED1 projects around the city are not getting built for a number of reasons. A few highlights:
LA’s affordable housing streamlining effort has produced a flood of approvals since Mayor Karen Bass launched Executive Directive 1 in 2022, but the city’s building boom has yet to materialize. Fewer than a quarter of ED 1-approved units have secured permits, revealing a widening gap between entitlement speed and real-world delivery…
“One of the biggest lessons [of ED1] is that speed of approval alone doesn’t guarantee delivery,” Century Housing Corp VP of Construction Lending Tracey L. Burns said. “Execution and funding are equally critical.” 
Just over 43,300 affordable housing units were proposed through the ED1 program as of April 1, 2026. Of those, roughly 34,000 units have received planning approvals. However, only 8058 or 23% of approved units had received permits as of May, according to Bass’s office ….The deals that stalled typically ran into financing gaps, rising costs or had teams that couldn’t move and deliver as quickly as the sped-up process demanded…
…Some developers used ED1, got their projects approved and permitted, but are selling the shovel-ready project, Burns said…

What we’ve observed tracking the ED1 projects profiled below: more experienced developers with a record of strong access to financing are pushing ED1 projects forward in Westchester-Playa. Otherwise, like much of the rest of Los Angeles, the more speculative ED1 projects here in our community appear to be stalled and likely no longer feasible.
