RV and vehicle dwelling throughout CD11 is a hot topic. A new study published by the UCLA Luskin Institute (June, 2025; links below) provide detail about RV and vehicle resident living experience, needs and policy options.
From the document’s intro:
“The 2024 Greater Los Angeles Homeless Point-in-Time Count documented 13,549 vehicle dwellings across the Greater Los Angeles Continuum of Care, including 6,854 recreational vehicles (RVs), 3,709 cars and 2,986 vans1. Despite making up a majority of the “unsheltered homeless,” little is known about these vehicle residents besides an accompanying demographic survey. What little information does circulate is usually prompted by a mix of government officials publicizing operations to resolve vehicular homelessness (as they see it) and conventionally housed neighbors complaining to the media. This report takes a different path: as organizers working with vehicle residents, Venice Justice Committee is dedicated to advocating for better policies that will genuinely support them.”
