6/5 Town Hall Omission: ED1 projects in Downtown Westchester are not CDO compliant

Pending ED1 Projects in Downtown Westchester are not in compliance with the Community Design Overlay (CDO) regarding 1st floor use limitations.

Here’s exact language from the existing Downtown Westchester CDO:

Requiring ground floor use be limited in this way ensures future residents will have the local services and retail they need. It supports Downtown Westchester as a flourishing, walkable community center.

Both 8820 Sepulveda and 8819 Sepulveda Eastway applications show ground floor plans that include residential use, in violation of the current CDO.
