Affordable Adaptive Reuse Case

To get a sense of how much is going with LA’s new adaptive reuse program for creating new housing, one thing you can do is search “Adaptive Reuse” on Urbanize.LA.com.**

To get a feel for the types of innovations happening in affordable adaptive reuse, we wanted to feature one project in Encino. What’s interesting about this one, posted by UrbanizeLA on August 22, 2024:

  • Today, the building is very modest 2-story office building.
  • Tomorrow, it could be 117 affordable housing units.

The developer (Capstone Equities) has applied to Planning to convert underlying zoning so this this commercial space can become 117 studio and one-bedroom units for Lower-Income Households. Some portions of the existing parking lot will be turned into courtyards and gardens for residents. The developer is including 120 parking spaces and has applied for density bonus allowance to reduce required side yard allowances.  Note: because the official Adaptive Reuse Ordinance has not yet been adopted by City Council as of this project’s filing, it must go through Planning review and approval—rather than go straight to Building & Safety, as the future ordinance will allow.
