BaBWP is glad to see 4.4% of total units, likely for Very Low Income future residents. This adds another 17 units to our community’s inventory of affordable housing.

We are also curious about the unit size mix and will continue trying to secure documents that allow us to report more project details below.

PROJECT OVERVIEW

 

Building type: Density bonus incentives allowed due to set-aside of 17 apartments  for “workforce” (affordable) housing. (4.4% of the 386 unit total.) As the rendering above shows, 6055 W Center is the final infill project of 4-building group of parcels entitled for multi-family housing.  

Allowable Density Without the original planning application approval, we don’t have an official answer regarding which density bonus program or law apply to this project. We also lack documentation regarding requested incentives. 

However, with 4.4% of total units being set aside for affordable housing, this project is clearly designed to exploit density incentives. (Note: LA’s new CHIP program requires 5% of units as affordable.)

Also, it’s likely the 17 (4.4%) affordable units will be designated as Very Low Income

vs. Application Plan Density

According to Building & Safety records, 6055 W Center Drive developers have recorded several rounds of plan changes. 

  • 2015-2016 > Approved: 7-story apartment building, 109 units total. “Not High Rise.” Over 2 levels of podium and 3 levels of underground parking. 
  • 2021-2022 > Approved: 15-story apartment over podium with 4 levels of above-grade parking and 3 levels of basement parking. 
  • 2022 > application for “early start” grading permit for approved 19-story, 426-unit apartment building. (This permit request indicates the expanded building size was approved.)
  • 2024 > Developer declared bankruptcy and this entitled project was listed for sale. 
  • 2026-01 > A new B&S verification process is requested for a new building configuration: 19-stories, 386-units including 14 “workforce” (affordable) units. 4 levels of above-grade garage and 3 levels of basement garage. 
  • 2026-02 > B&S record indicates the workforce unit count is 17, rather than 14.

Parking Requirement vs Application Plan Parking  This is a large, primarily market-rate building right off the 405 freeway. Clearly the developer sees parking availability as a required amenity and is including 7 levels of parking. 

Apartment Mix Unknown at this time; will update if missing info can be confirmed. 

Qualified Income and # Units 17 units, assumed to be Very Low Income but this needs to be confirmed.

Timing

  • Construction is underway, starting with 3 levels of basement garages.
  • Completion date unknown.
  • 2026-04: Plumbing permits approved.
  • 2026-04 & 2026-05: Electrical permits approved. 
  • 2026-06-15: Plan Check change is noted as “in progress” requiring “reinforcing substitutions that are equal to or greater steel area relative to original design.”
